Neihu Phase 4 is a redevelopment zone around Minquan East Road Section 6, where the whole area was replanned and built up, mostly as low-density, purely residential housing. In street photos the streets look well kept: for litter and street cleanliness it ranks 7th out of Taipei's 73 neighborhoods. There is plenty of greenery as well, ranking 9th for greenery, and Xiawan Park is inside the neighborhood.
Xinhu Elementary School and Lihu Elementary School are both inside the neighborhood, so two adjacent school catchments are covered in full. Xinhu Elementary serves Huxing Village and most of Baohu Village, while Lihu Elementary serves most of Jinhu Village and part of Baohu Village. The neighborhood also contains National Defense Medical University, Tri-Service General Hospital's Neihu main hospital and the Taipei Tennis Center, so large facilities are on hand without leaving the area.
Day-to-day amenities are on the thin side: it ranks 64th out of 73 for everyday convenience. Public transport also ranks 65th, and getting around here mostly means buses. The MRT station inside the neighborhood is Huzhou Station on the Wenhu Line, in Jinhu Village, so when viewing a home, check how far it is to walk there. Most of Jinhu Village lies east of the Minquan Tunnel, while the "Phase 4" that property ads refer to usually stops at the tunnel, so check whether a given address actually counts as Phase 4.
National Defense Medical College was originally on the Shuiyuan campus in Gongguan and moved to Neihu in 1999; Tri-Service General Hospital relocated to its current Neihu site in 2000. The site of the Taipei Tennis Center was originally earmarked for Baohu Junior High School and Baohu Elementary School, before being rezoned for sports use. The centre opened on 9 June 2017, hosted the tennis at that year's Summer Universiade, and its design won first prize at the Taiwan Architecture Award.

Maps show the shops and the sights. What a street is like, you only know by walking it. TidyMap uses AI street imagery analysis and public facility data to turn each area's street environment and everyday convenience into something you can compare. Search an address and look at the street outside first.
How to read it: yellow = poor, blue = good; grey = not enough data
TidyMap rates the street environment and everyday convenience. It does not assess the home itself, safety, noise or actual living experience. Street environment scores use AI assessments of imagery; convenience scores use public facility data.
