01First impressions

The Art and Cultural District is a very new neighborhood: this area used to be farmland, and now it's home to Taoyuan Arts Center, the Taoyuan Public Library Main Branch, and 9 buildings over 100 meters tall. Taoyuan Arts Center, Taoyuan Arts Plaza, and the Main Library are all packed into the same block, right where Nanping Road meets Zhongzheng Road. Taoyuan Arts Center opened in December 2009, and after renovation it has 1,418 seats; the Taoyuan International Comic and Animation Festival is also held here. The Main Library, across the plaza, only officially opened in September 2023.

02What works

Heading out from the plaza, the streets are this neighborhood's strong suit — its sidewalks rank #1 among Taoyuan's 11 neighborhoods. Greenery ranks #4 too, so if you want to take a walk, just loop around the plaza between the Arts Center and the Main Library. If you've got a junior high kid at home, Tongde Junior High School is right in the neighborhood on Nanping Road.

03Heads-up

The biggest downside is that there's no operating rail station in the neighborhood yet — public transit ranks 9th, so for now you're relying on buses or your own ride. That won't change until the Green Line's Art and Cultural District Station, inside the neighborhood, opens. The real estate industry sometimes uses "Art and Cultural District" loosely to mean the newer neighborhoods of northern Taoyuan, which covers a much bigger area than just around the Arts Center — so if you hear this term while house-hunting, it's best to ask exactly which street they mean.

04A bit of history

This area used to be farmland before being developed under an urban planning scheme. "Art and Cultural District" actually covers two areas: in the narrow sense, it's just the plaza where Taoyuan Arts Center and the Main Library sit, 5.16 hectares; in the broad sense, it's the whole urban planning zone developed together, 15.65 hectares. In December 2009, Taoyuan Arts Center opened at No. 1188 Zhongzheng Road. Construction on the new Main Library started in 2018, and it officially opened in September 2023. On March 1, 2026, Taoyuan District established Yiwen Village.

05What's coming

The MRT Green Line was approved by the Executive Yuan in 2016; the Department of Rapid Transit Systems' current schedule has the Kengkou-to-Art and Cultural District section opening first in 2026, with the main line opening in 2030. When the city government announced station names in 2024, G11 Art and Cultural District Station's secondary name was given as "Arts Center".

How are these measured?

Compared against the Taoyuan neighborhoods in this guide; metrics without enough data are not ranked. Shopping counts convenience stores plus the nearer of a supermarket or a traditional market (public and private retail markets); night markets, vendor zones and shopping-street shops are not counted. Transit is rail-first with a lower weight for buses.

TidyMap rates the street environment and everyday convenience. It does not assess the home itself, safety, noise or actual living experience. About data limits
