01First impressions

At the center of Azabudai Hills is a lawn of about 6,000 square meters, next to the roughly 325-meter-tall Mori JP Tower. About a third of the whole Azabudai Hills area is greenery. On the sloped roof of Garden Plaza C there's also a terraced orchard planted with fruit trees and herbs, which isn't open to the public normally, only during events.

The low-rise Garden Plaza holds restaurants, cafes, shops and a market, while the two Residence towers next to it are mainly for housing.

02What works

The overall score ranks 7th out of 395 neighborhoods in Tokyo, the highest-ranked category for this neighborhood. Greenery also ranks 29th.

Exit 5 of Kamiyacho Station connects directly into Azabudai Hills, and an underground passage also leads to Roppongi-itchome Station on the Namboku Line within the neighborhood. Toranomon-gochome bus stop in the neighborhood has the Toei Bus route Shibu 88, a direct bus to Shibuya Station with no transfer.

03Heads-up

This neighborhood is mainly made up of office workers during the day, and in 2020 only 12,297 people lived here at night, about 128 people per hectare. Since then the resident population has grown — Azabudai 1-chome went from 190 people in 2020 to 1,138 people in September 2026. Healthcare ranks 48th, the lowest-ranked category for this neighborhood.

04A bit of history

The housing and Garden Plaza of Azabudai Hills were built on a low-lying area called Gazenbo-dani, which used to be packed with houses and shops. The difference between the bottom of the valley and its surroundings was as much as about 18 meters, and there wasn't a single road that could cross it from north to south.

In June 2019, all the local roads in the valley were abolished, and construction work raised the ground, erasing the valley. In 2025, the original park was rebuilt in the new district, and at the request of 8 nearby neighborhood associations, the name "Gazenbo" was kept.

How are these measured?

Compared against the Tokyo neighborhoods in this guide; metrics without enough data are not ranked. Shopping counts convenience stores plus the nearer of a supermarket or a traditional market (public and private retail markets); night markets, vendor zones and shopping-street shops are not counted. Transit is rail-first with a lower weight for buses.

TidyMap rates the street environment and everyday convenience. It does not assess the home itself, safety, noise or actual living experience. About data limits
