Hecuo used to be mostly a settlement of townhouses. For groceries, people go to Hecuo Market on Sichuan Road, and in the evening there's also the Huamei Evening Market on Ninghan 3rd Street. The elevated Green Line MRT runs along Wenxin Road Section 3, cutting through the middle of the neighborhood, with Wenxin Yinghua Station right at the intersection with Yinghua Road. Most buses near the station head to Fengjia, so this station also serves as a transfer point for Fengjia.
Among Taichung's 47 neighborhoods, this one ranks 3rd for public transit—it has Wenxin Yinghua Station, and Wenhua Senior High School Station sits right on its northern edge. Walk less than 100 meters southwest out of the neighborhood and you're at Taichung City Hall Station in the 7th Redevelopment Zone. It ranks even higher for everyday convenience, 1st place, a combined score for transportation, shopping, and healthcare. Schools are well covered too: the neighborhood has Hecuo Elementary School, Daren Elementary School, and Wenhua Senior High School.
Taiwan Boulevard, the southern border, is one of Taichung's main arteries, and intersections like Wenxin Road and Henan Road often get congested during rush hour. Street-view photos rank this neighborhood 42nd for cleanliness and 38th for greenery, both near the bottom among the 47 neighborhoods.
Hecuo is an old place name in southeastern Xitun. From the late Qing dynasty through the early Japanese era it was called Hecuo Village, and in 1920 it was renamed Hecuo oaza (a Japanese-era administrative unit); in its early days it was a settlement of the He family clan. The Wang Yeh deity at the village temple, Fushou Temple, was spiritually brought over from Fushun Temple in Shuiligang during the Xianfeng era. Every three years, when Lao'er Ma (the Second Mazu) from Wanhe Temple makes her procession back to visit her roots in Xitun, she always stops here, and villagers carry pots of rice to the temple to feed the pilgrims. Wenhua Senior High School was established in 1989, while Hecuo Elementary School wasn't founded until 1993. Wenxin Yinghua Station officially opened on April 25, 2021.
The MRT Blue Line will run along Taiwan Boulevard on the neighborhood's southern edge; the overall plan was approved by the Executive Yuan in January 2024, and a groundbreaking ceremony was held in June 2025. The Blue Line will connect to City Hall, crossing the Green Line there to form a cross-shaped network, with the Green Line's Taichung City Hall Station just outside the neighborhood's southwest corner. The city government expects completion in 2034.
