01First impressions

On the north side of the 7th Redevelopment Zone are Taichung City Hall, the City Council, and the National Taichung Theater, while heading south and west it gradually turns into a residential area with wide roads, dense tree-lined streets, and large city blocks. For an evening outing, you don't need to go far: Maple Garden is a park of about 3 hectares that doubles as flood retention. Wenxin Forest Park is even bigger, at 8.88 hectares, and its Yuanman Outdoor Theater can seat more than ten thousand people—it has hosted the Central Taiwan Lantern Festival. Along Wenxin Road on the east side, three MRT Green Line stations link the whole neighborhood together.

02What works

This neighborhood ranks 1st out of Taichung's 47 neighborhoods for street environment. Taichung City Hall Station, Shui-an Temple Station, and Wenxin Forest Park Station are all within the neighborhood, and it ranks 15th for public transit—you can catch a ride without leaving the 7th Redevelopment Zone. The National Taichung Theater is on Huilai Road Section 2, about 500 meters from Maple Garden, so you can catch a show and take an evening stroll on the same trip.

03Heads-up

You'll need to walk a bit further for daily necessities, since supermarkets and pharmacies are farther away—it ranks 33rd for everyday shopping and 33rd for healthcare. The blocks here are large, so places that look close on a map often take a roundabout walk to reach.

04A bit of history

Land readjustment in the 7th Redevelopment Zone ran from February 1990 to November 1992; before that, about 90 percent of the area was designated farmland. When Shuinan Airport relocated in 2004, the building height restrictions were lifted, and department stores and hotels gradually began moving in. The Huilai Site, uncovered during construction at a department store site, has its earliest cultural layer dating back about 4,500 years, and it was designated a municipal heritage site in January 2010. On December 25 of that same year, the county and city merged, and the City Hall building on Taiwan Boulevard opened that same day. Maple Garden was originally meant to be a convention center, but after the contractor defaulted, it was turned into a park that also serves as flood retention, opening in November 2012. The National Taichung Theater, designed by Toyo Ito, officially opened on September 30, 2016.

05What's coming

The MRT Blue Line will run along Taiwan Boulevard past City Hall, crossing the Green Line to form a cross-shaped network. The Blue Line was approved by the Executive Yuan in January 2024, with a groundbreaking ceremony held in June 2025; an official completion date has not yet been announced.

How are these measured?

Compared against the Taichung neighborhoods in this guide; metrics without enough data are not ranked. Shopping counts convenience stores plus the nearer of a supermarket or a traditional market (public and private retail markets); night markets, vendor zones and shopping-street shops are not counted. Transit is rail-first with a lower weight for buses.

TidyMap rates the street environment and everyday convenience. It does not assess the home itself, safety, noise or actual living experience. About data limits
